Strategic Competence Model for Understanding Smart Territorial Development

In this paper, the authors propose a multi-level model for strategic competence of territorial units, which can help explain why some units manage to respond appropriately global challenges and thrive while others fail. Strategic is defined by two components: substantive knowledge connections. This foundation development four ideal types competences at level actors—Conductor, Broker, Lone Wolf, or Rent Seeker—and units—Pioneers, Absorbers, Drifters, Laggers. forms basis future research transform concepts into set measurable indicators determine current regions territories. Additionally, it will provide research-informed policymaking purpose co-designing, co-developing, co-implementing co-measuring policy initiatives their results.
